Boycott To The Dependency Law
In Madrid, nobody has received still no service or delivery of the dependency law, passed in 2006 by the Spanish Parliament. This is the complaint of the Socialist Party (PSOE), impeller that adoption of that standard. In the capital of Spain, more than 23,000 people would be in a situation of severe dependence and, therefore, would have to be the first to receive support through the law. However, as he denounces the political party, only 3% of records have been initiated. In the rest of Spain, already are more than 130,000 people which receive aid and services suitable to their situation of dependency. The dependency law was presented as recognition of a human right: access to the necessary care to have a dignified life. Thousands of people applaud this standard which became the fourth pillar of the welfare State, along with education, health care and pensions. However, the political interests of parties, the autonomous communities, etc.
have triumphed over the rights of those who need it most. Once again, the differences among the political class makes the citizens who pay for the broken dishes. This situation makes that Spanish citizens are not equal and that their rights are not the same according to the territory in which they are. Thus, an Andalusian or dependent extremeno is not equal to another Spaniard. The difference: the first already receive aid and services by its situation and the Spaniard, still not. Benefits that the law contemplates include at home, telecare, construction of new day centres, more places in residencies and grants to families who are totally dedicated to take care of their sick, elderly or disabled. In Spain, more than one million people not can fend for themselves and less than 7% of the families who cared for dependent persons receiving some kind of support of public administration until the dependency law came into force. To develop the law in full, the Spanish Government will have to spend more than 26,000 million until 2015 in the sector of social assistance for persons older and/or disabled.
For the community of Madrid, for example, this new situation opens up new business possibilities. In Madrid, there are more than 170,000 people older than 65 years and, probably, they will need aid in the future. Thus, from the Madrid administration discusses new opportunities that exist for private initiative. The elderly, the sick and people with severe disabilities are converted in this way, in big business. Not only for companies that are dedicated to the care and social services, also possibilities for insurers, banks and construction companies. And they all want a piece of cake. However, a public system of social services is fundamental so that the principles of solidarity, social justice and universality are not behind the economic benefit, seeking companies. Nor is just that people care elderly or dependent rests in the families, 83% in women. Today women work outside their homes and do not have to set aside their careers to care for their parents or a disabled child. Thanks to laws such as the Spanish assistance and care is no longer a privilege and has become a right: all those dependents is entitled to professional care to lead lives as dignified as possible. And therefore, there can be no citizens of first and second, as that compels the dependency law not be of equally throughout the Spanish territory.
